Public Relations Officer

The purpose of this position is to coordinate and implement an effective, public relations campaign and to enhance student and community awareness of the A.S. Government elections

Qualifications
You're a student of HSU, that's not already an the A.S. Board of Director member

If you're an undergraduate, you need to 

  • maintain at least nine (9) semester units - for both Spring 2019 and Fall 2019

  • have a minimum HSU cumulative and semester GPA of 2.3

  • have successfully completed at least twelve (12) semester units at HSU since April 2018

You're allowed to earn a maximum of 132 cumulative semester units or 125 percent of the units required for a specific baccalaureate degree objective, whichever is greater.

Students holding over the maximum number of cumulative units will not be eligible to run for a major student government office.

If you're a Post-baccalaureate, you need to

  • maintain six (6) semester units of credit per term
  • have a post-baccalaureate minimum HSU cumulative and semester GPA of 3.0
  • be enrolled and making satisfactory progress in a degree/credential program while running for office

Post-baccalaureate students are allowed to earn a maximum of 50 cumulative units or 167 percent of the units required for the graduate or credential objective, whichever is greater. 

Students holding over the maximum number of cumulative units will not be eligible to run for a major student government office.

Responsibilities, Duties & Rights

Report on activities and actions to the A.S. Board of Directors regarding general public relations and A.S. elections efforts

Administer the Public Relations and the Elections budget

Establish and maintain 2 hours of weekly office hours

Attend Associated Students Board of Directors meetings, every other Monday 3-6PM

Attend Associated Students Board of Directors fall, weekend orientation/retreat (September 6-8, 2019) and spring retreat (Jan/Feb 2020 dates to be determined)
Establish and maintain weekly office hours
Chair the A.S. Public Relations Committee
Coordinate communication tools (including print media; electronic media and bulletin boards), prepare ads, releases and public service announcements to improve
Announce AS Board vacancies in the Lumberjack and El lenador
Consult with College Representatives and other members of the Board regarding publicity for their projects
Serve as an advisor to the AS Executive Committee
Process of Appointment

Nominated by the A.S. President and approved by a two-thirds (2/3) vote of Board of Directors

The new A.S. President, at the Board of Directors transition meeting, may recommend appointment of the Public Relations Officer position for the new academic year.

Public Relations Committee

Mission
Assist in the development and creation of outreach and marketing strategies and materials which promote the AS mission, values and vision
Maintain strong student involvement and voice in the AS programming activities and events
Be efficient with the use of AS funds and resources
Develop AS as a programming leader on the HSU campus
Ensure the successful promotion of all AS programming events and activities
Develop and coordinate an active relationship between the student community, campus clubs and the Associated Students
Build community spirit by planning and co-sponsoing events that take place on the HSU campus
Function
Meet regularly to conduct all programming business
Seek input and suggestions for programming ideas from the HSU campus community
Generate a wide mix of outreach and marketing strategies and materials which promote AS events and activities
Evaluate recommendations for programming events
Elections Commissioner

Will not campaign in any election nor publicly support any candidate or cause in any election they are administering.

Coordinates and directs all A.S. Elections and encourages voter participation through legal and acceptable means

Makes the information elections packets available to the candidates containing at a minimum: a copy of the Constitution, Elections Code, “HSU Executive Memorandum P13-01, Minimum Qualifications For Student Office Holders” dated January 2013, and existing publicity regulations

Oversees coordination of the Voter’s Guide

Supervises the placement of all required advertisements in the Lumberjack publicizing all available positions as well as the times, dates, and voting instructions for on-line voting.

Coordinates the candidate forums at times and places in such a manner to allow for maximum student participation

Supervises the voting process and may require a campaign to temporarily cease an activity that affects the orderly voting process of the election until it can be resolved

Will immediately hear all infractions, quarrels, disputes and disagreements involving campaigns and elections and refer them as deemed necessary to the Elections Commission for a ruling

Oversees the prompt and accurate posting of the unofficial results.

Is responsible for hiring and training election workers. 
They may remove any election worker, volunteer, or employee on election staff whose actions may improperly affect the outcome of the election

Composition

The Public Relations Officer serves as Chair, three studentss are appointed by the A.S. President and two students appointed by the Legislative Vice President.

The A.S. Executive Director, or designee, shall serve as an advisor to the Commission

No member of the Elections Commission shall be a candidate in the A.S. Elections

Responsibilities

Maintain an impartial attitude towards the elections and the election issues

Will not campaign in any election nor publicly support any candidate or cause in any election they are administering.

Advise candidates on current rules upon receipt of nomination materials and at the mandatory candidates’ orientation meeting.

Recommend the dates for the general elections to be approved by the Board of Directors
Meet when called upon by the Elections Commissioner to hear elections complaints and campaign infractions
