Subject: Resolution In Opposition to the Transfer of Assets between the Humboldt StateUniversity Center to the Humboldt State University Enterprises Foundation

1.) WHEREAS, The Associated Students of Humboldt State University (HSU) have been entrusted to represent and fight in the best interests of our constituents, the over 7,500 students which make up our campus community; and

2.) WHEREAS, It is in the mission of the Associated Students to educate students on those issues that impact them, and advocate for the student perspective to the "appropriate parties," which include the university administrators and campus decision-making bodies; and

3.) WHEREAS, Students pay $186 a year to fund the University Center (UC) for their dining services, bookstore, and other commercial and programming services; and

4.) WHEREAS, The University Center Board of Directors is comprised of a student majority who is elected by the students, the main stakeholders of the University Center; and

5.) WHEREAS, The University President has proposed a transfer of students' dining services, the bookstore, and CenterArts from the University Center over to the Enterprises Foundation, an auxiliary where no sufficient student vote is guaranteed; and,

6.) WHEREAS, The students on the UC Board have and should continue to vote in the best interest of the University Center and its stakeholders, the students; therefore be it

7.) RESOLVED, The Associated Students of Humboldt State University adamantly opposes any transfer of these commercial services to the Enterprise Foundation without written by- laws provided to the public stating half of the Enterprises Foundation Board will be comprised of voting student members elected from the student body during the Associated Students (AS) General Election held in April; and further

8.) RESOLVED, The Associated Students of HSU requests University Center Board Members to vote in the best interest of its stakeholders and vote against the proposal that doesnäó¢íó_í_Œét allow a half student board; and be it finally

9.) Subject: Resolution in Recognition of Veterans as a Cultural Community on Campus, and in Support of Efforts to Ensure Humboldt State University is a Safe and Friendly Learning Environment for Student Veterans, Active Duty Service Members and Military Family Members

1.) WHEREAS, The Mission Statement of the Associated Students of Humboldt State University states, "The Associated Students…[shall] assist in the protection of the rights and interests of the individual student and the student body; provide services and programs as deemed necessary by the corporation to meet the needs of the students and campus community; and to stimulate the educational, social, physical, and cultural well-being of the University community"; and,

2.) WHEREAS, The Associated Students of Humboldt State University supports and values diversity while upholding a commitment to commend and partake in acts of social justice that educate the campus and community on issues of diversity; and

3.) WHEREAS, HSU President Rollin Richmond said in his inauguration address, "Multicultural views of disciplines, including some scientific disciplines, have brought the realization that most of us teach and learn within cultural settings that may influence and sometimes badly distort our perceptions. Moreover, a diverse set of cultural perspectives has demonstrated clearly that students learn in different ways, and if we wish to help student learn well, we need to be well aware of these differences in learning styles;" and

4.) WHEREAS, The Associated Students of Humboldt State University (HSU) recognize veterans as a cultural community on campus; and

5.) WHEREAS, The Associated Students recognize that military members and veterans return home to every community, including our own, and that it is the responsibility of all communities to assist in meeting the needs of returning service members; and

6.) WHEREAS, The Associated Students recognize that the veteran community is susceptible to harmful negative stereotypes that exist as obstacles to creating a safe learning environment and the ability for service members to transition from military life to civilian and/or student life; and

7.) WHEREAS, The Associated Students acknowledge the additional unique challenges facing the veteran community including physical, emotional mental and spiritual barriers; therefore be it;

8.) RESOLVED, The Associated Students of Humboldt State wish to provide the means for all students to be free from discrimination and harmful stereotypes and to support diversity and social justice efforts; and be it further

9.) RESOLVED, The Associated Students call upon the HSU campus community to take action to ensure that the HSU campus is a safe and friendly learning environment for veterans and the service member community; and be it further

10.) RESOLVED, The Associated Students will support efforts to recognize and support veterans, service members and military families as a cultural community on campus; and be it finally

Subject: Opposition to Governor Schwarzenegger's 2008-09 Budget Proposal

1.) WHEREAS, the Associated Students of Humboldt State University is the official recognized voice of over 7,000 students within the California State University System (CSU); and

2.) WHEREAS, the Associated Students represents not only the student community, but the joint interest of the campus community and many of the citizens of Humboldt County that serve in a variety of roles which supplement the University experience for our students; and

3.) WHEREAS, Governor Schwarzenegger released the January Budget proposal with a $312.9 million reduction to the CSU for the 2008/2009 fiscal year; and

4.) WHEREAS, the potential impact of a $312.9 million reduction will result in a cut in essential CSU needs such as enrollment growth, support for traditionally underrepresented students, mandatory costs, and may result in a higher student fee increase then seen in recent years; and

5.) WHEREAS, the California Post Secondary education commission released its summary and analysis of the governors 2008/2009 budget proposal stating that general fund spending of Higher Education will be less than 1%, and that the funding reductions will result in "larger than planned increases in student fees," and

6.) WHEREAS, Humboldt State in the past has had several funding reductions leading to the reduction or elimination of programs aimed to retain and support many students from a variety of underrepresented lifestyles such as Summer Bridge; therefore be it,

7.) RESOLVED, the Associated Students of Humboldt State University calls on the Campus community to join in efforts with the California Board of Trustees to oppose the Governor's proposed budget and to actively participate with students to help alleviate the Budget impact on Humboldt County; and be it further

8.) RESOLVED, the Associated Students of Humboldt State University strongly urge the Legislature and the Governor to make higher education a priority for the next fiscal year, and fund the CSU so all people of California can have an equitable right to higher education; and be it further

9.) RESOLVED, the Associated Students of Humboldt State University requests the Governor and the Legislature work with the CSU to not have the $312.9 million reduction be covered by student fees, working together to find an alternative funding sources; and let it be finally

10.) Resolution in Support of the 2007 Leadership Conference

ESOLUTION IN SUPPORT OF THE
2007 LEADERSHIP CONFERENCE

Adopted February 5th, 2007

Whereas, The purpose of the Humboldt State University 2007 Leadership Conference, "Ignite: Lighting the Passion Within," is to host a meeting of current and future leaders both locally and abroad in a quest to educate and build personal skills and awareness of Social and Environmental Responsibility and;

Whereas, the Associated Students of Humboldt State University are in support of the 2007 Leadership Conference in association with the Graduation Pledge Alliance (GPA) and;

Whereas, the GPA was founded at Humboldt State University in 1987 by students and is to this day a student-led, Associated Students program and;

Whereas, the Graduate Pledge of Social and Environmental Responsibility has since been spread around the world and;

Whereas, it is stated in the Universityäó¢íó_í_Œés Strategic Plan that, äó¢íó_äó¢íó_äó¢íó_We believe that individuals must be environmentally, economically and socially responsible in the quest for viable and sustainable communities,äó¢íó_í_Œ and;

Whereas, the international GPA organization requests our assistance in supporting the further development of campus pledge programs around the world and;

Whereas, the 2007 Leadership Conference will be celebrating 20 years of graduation pledges taken around the world and will draw members of the global community including pledged and non-pledged graduates, students, staff and faculty bringing greater prestige to Humboldt State University, therefore be it;

Resolved, Associated Students will show their support by reviewing a special line item in GPAäó¢íó_í_Œés budget for 2007-08 in consideration of the conference, committing toward conference publicity on the campus of Humboldt State University, sponsoring Associated Student council and executive members in conference attendance, leading and/or organizing one, or more, workshops at the conference and inviting ASIäó¢íó_í_Œés from the California State University system, and be it further;

Resolved, that Associated Students support the 2007 Leadership Conference and be it finally,

Resolved, that this document will be forwarded to President Rollin Richmond, and his executive committee: Richard C. esolution in Opposition of the Governoräó¢íó_í_Œés Proposed 10 % CSU Student Fee Increase for 2007-2008

Adopted February 19th, 2007

WHEREAS, the Associated Students of Humboldt State University is the official recognized voice of over 7,000 students in the California State University (CSU) system and assists in the protection of rights and interests of the student body as well as the student body; and

WHEREAS, the California Master Plan guarantees access to affordable, quality higher education; and

WHEREAS, according to the California Post Secondary Education Commission special report in Keeping College Affordable, äó¢íó_äó¢íó_äó¢íó_support for higher education has slipped from 17% of the state general fund budget in 1976 to 11% in 2006, resulting in students paying greater share of higher education costs, causing an increase in student related debtäó¢íó_í_Œ; and

WHEREAS, federal and state financial aid do not meet the need of the increasing college student population; and

WHEREAS, student services have been the first to be cut causing limited access to the CSU system for first generation students as well as state residents; and

WHEREAS, Academic Preparation and Outreach Programs, such as Educational Opportunity Program (EOP), have assisted 1 in 5 first generation college students with a successful plan for graduation; and

WHEREAS, this fee increase will be the sixth since 2001 and student fees have been raised 76% for undergraduate and 100% for graduate students since that time; and be it

WHEREAS, this fee increase would cost students and families $202.5 million of which $97.8 million is in the CSU and $104.7 million is in the UC

RESOLVED, the Associated Students of Humboldt State University calls on the California Board of Trustees to take a formal opposing stance on the Governoräó¢íó_í_Œés proposed student fee increase and advocate with students of the CSU; and be it further

RESOLVED, the Associated Students of Humboldt State University strongly urge the Legislature and the Governor to make higher education a priority and fund the $65 million dollars needed to safeguard the accessibility and affordability of the CSU; and be it further

RESOLVED, the Associated Students of Humboldt State University requests the Governor and the Legislature to rollback student fees; and be it finally

Resolution Emphasizing the Importance of Settling the Contract Between the CSU and CFA

Adopted February 19th, 2007

Whereas, The Associated Students is the representative body and official voice of the students on Humboldt State Universityäó¢íó_í_Œés Campus; and

Whereas, it is a part of the mission to represent, serve, and protect the collective interests of students on this campus; and

Whereas, the climate that currently exists in the contract negotiation process undermines morale at all levels, compromises the efforts to provide quality instruction to students and damages the ability to recruit and retain current the students, quality faculty, staff and administrators; and

Whereas, Rapid resolution of the issues and adoption of a fair and equitable contract with the CSU will allow for this concerning climate to dissipate, and for students to continue to benefit from a superior education at HSU; therefore be it

Resolved, That the Associated Students recognizes that it is neither the role nor the responsibility of the students of HSU to participate in contract bargaining between the CFA and CSU; rather it is the role of the Associated Students to advocate for actions and policies that produce a quality educational system; and be it further

Resolved, That the Associated Students urges negotiators for the CSU and CFA to use the fact-finding process as a means to reach a reasonable solution that addresses the critical campus issues without resorting to imposition or job actions; and be it further

Resolved, That the Associated Students any tactics that divide, conquer and manipulates the student voice and interest; and be it further

Resolved, That Associated Students considers student access to higher education in the CSU system a top priority and calls upon the State legislature and governor to adequately invest in student educational needs while strongly recommending that CFA and the CSU join student advocacy efforts; and finally be it

Resolved, That the Associated Students of Humboldt State University forwards this resolution of endorsement to the CSU board of Trustees, the CFA, President Richmond, CSSA, and on campus and local media sources.

Adopted March 5th, 2007

Whereas, The Associated Students Inc. of Humboldt State University (HSUAS) is the official voice of the students of Humboldt State University (HSU); and

Whereas, In the last 5 years, faculty members have been given a significantly higher workload of increased class sizes without adequate support, causing a decline in the quality of education for students; and

Whereas, The California State University (CSU) Board of Trustees (BOT) has accepted an agreement to increase student fees by ten percent annually until 2010 (1); and

Whereas, Student fees have already been increased by 76% for undergraduate and by 100% for graduate students since the 2001-2002 school year (2); and

Whereas The CSU administration has been unsuccessful in advocating for more funding from the California State Legislature to address unmet needs at the CSU; and

Whereas, CSU administrators have been given increases in salary and perks, which total to 23% since 2004, compared to a faculty increase of 3.5% since 2003 (3); and

Whereas, The only CSU faculty union, CFA, has consistently held a pro-student stance for the last 4 years, arguing against fee increases through resolutions and lobbying (4); and

Whereas, HSUAS and CFA share a common vision of the Master Plan of Higher Education and work to maintain and defend the quality, affordability, and accessibility of äó¢íó_äó¢íó_äó¢íó_The Peopleäó¢íó_í_Œés Universityäó¢íó_í_Œ (5); and

Whereas, The CSU administration has neglected to bargain a contract with the only faculty union recognized in the CSU (6) which would allow for the increase in costs of living in California which have been 10% since 2003; and

Whereas, The current contract bargaining between CFA and the CSU has negatively impacted students and the education they receive; and

Whereas, The CSU salary offer to CFA in the current collective bargaining does not address the lag between CSU faculty compensation at comparable institutions (7); and

Whereas, HSUAS recognizes student learning conditions are greatly impacted by faculty working conditions; therefore be it

Resolved, That HSUAS supports the dedication of their professors by supporting a fair contract without raising student fees; and be it further

The across-the-board 4 percent pay raise would apply to 28 of the CSU's key executives -- the presidents of its 23 campuses as well as Chancellor Charles Reed and four of his top deputies. If approved, the pay raise will come with what amounts to a New Year's bonus for the administrators because the higher salary would be retroactive to July 1 -- presumably meaning a fat catch-up paycheck.
Reed's annual salary of $362,500 would grow to $377,000 under his proposal.Since becoming chancellor in 1998, Reed also has been provided with a state-owned residence as well as a $30,000-a-year retirement supplement from the CSU Foundation.
In October 2005, the CSU's top executives received an average 14 percent pay hike plus increased allowances for cars and housing. That pay raise was made retroactive to July 1, 2005.

Whereas, the mission of Associated Students is to provide a means for responsible and effective participation in the governance of the campus, to provide an official voice through which students' opinions may be expressed, and to assist in the protection of the rights and interests of the individual student and the student body, and

Whereas, President Rollin Richmond is proposing a $202 increase in the Instructionally Related Activities (IRA) fee per semester, and

Whereas, the Student Fee Advisory Committee recommended to not approve the new IRA fee and recommended a student referendum and that the Humboldt Energy Independence Fund (HEIF) and JackPass were removed, for the proposed Instructionally Related Activities fee increase on March 2, and

Whereas, the Associated Students demanded that the proposed Instructionally Related Activities fee increase be brought to a student vote, that the fee was either earmarked or managed by students, and that the HEPI was removed on April 2, and

Whereas, the eight student consultative committee created by President Rollin Richmond recommended a student referendum, that the fee was either earmarked or managed by students, and that the HEPI was removed on the Instructionally Related Activities fee increase during their two meetings, and

Whereas, the Instructionally Related Activities recommended to president Richmond that the fee increase be voted upon, benefit all IRA programs, and be administrated by the IRA committee, and

Whereas, the HSU SCUBA Program is renown throughout the world-wide dive community and is responsible for contributing high caliber divers to the dive industry, and

Whereas, a SCUBA certification achieved at HSU enhances the probability of working in the dive industry within the first year of graduation, and

Whereas, HSU SCUBA attracts students from around the country to come here based on the reputation of the HSU SCUBA Program, and

Whereas, the HSU SCUBA Program is recognized as the highest caliber training in comparison to other dive training facilities, and

Whereas, the HSU SCUBA Program impacts multiple majors; currently this semester alone, twenty-four plus majors are represented by over 70 enrolled students, and

Whereas, HSU SCUBA Program brings together a diverse group of students who strive to achieve a collective goal of safe diving, which requires trust confidence and self-esteem, and

Whereas, 501 enrolled students at HSU signed a petition in support of the preservation of the HSU SCUBA Program, and

Whereas, 35 Students participating in the HSU SCUBA Program have documented the importance of the program to their major and their future career paths, and

Whereas, Associated Students mission states the purpose to "provide an official voice through which students' opinions may be expressed; foster awareness of these opinions both on and off campus; assist in the protection of the rights and interests of the individual student and the student body…and to stimulate the educational, social, physical, and cultural well-being of the University community;"

Whereas, the Humboldt State University (HSU) mission states that we serve our students as we "promote understanding of social, economic and environmental issues. We help individuals prepare to be responsible members of diverse societies;"

Whereas, HSU's vision asks that "we will be exemplary partners with our communities, including tribal nations;"

Whereas, HSU's student body contains members of tribal nations;

Whereas, HSU's vision also states HSU will be "renowned for social and environmental responsibility and action… campus of choice for individuals who seek above all else to improve the human condition and our environment…the individual citizen who acts in good conscience and engages in informed action…to increasing our diversity of people and perspectives;"

Whereas, Craig Tucker, scientist of the Karuk tribe states that "PacifiCorp's Klamath River dams are a leading factor in the decline of salmonids in the Klamath basin by denying access to spawning habitat, degrading water quality, and providing the conditions for toxic algae and fish diseases to thrive;"

Whereas, the local indigenous tribes are subsistence tribes that have extensive reliance upon Klamath River and the salmon for cultural survival, preservation and restoration;

Wheras, the Klamath River was once the third largest salmon spawning grounds in the west;

Whereas, the absence of salmon negate the subsistence lifestyle of local tribal nations;

Whereas, the cost of relicensing the dams along the Klamath River is more costly economically than decommissioning; therefore be it

Resolved, that HSUAS supports the decommissioning of the Klamath River dams; and be it finally

Resolution to Support the Development of a Universal Bus Pass Program for HSU Students

Whereas, The Associated Students Council of Humboldt State University (HSUAS) includes in its mission to äó¢íó_äó¢íó_äó¢íó_provide services and programs as deemed necessary by the corporation to meet the needs of the student and campus community,äó¢íó_í_Œ and

Whereas, HSUAS has the mission to äó¢íó_äó¢íó_äó¢íó_stimulate the educational, social, physical, and cultural well-being of the University community,äó¢íó_í_Œ and

Whereas, Humboldt State University (HSU) has a provision in its mission statement to promote environmental sustainability, and

Whereas, driving to HSU is rapidly becoming unaffordable for many students, with gas prices doubling in the last three years, and parking permit prices scheduled to more than double, from $67.50 per semester in 2004 to $157.50 in 2008, and

Whereas, students who live in Arcata or on the HSU campus and do not own automobiles have limited mobility to activities and jobs outside Arcata, and

Whereas, reducing single occupant vehicle use will reduce major impacts on the environment and our society, by reducing the largest single source of greenhouse gas emissions in Arcata, by helping to limit the increase in pavement which currently adds up to an area the size of Ohio in the United States, and by helping to reduce the number of Americans killed every year in accidents (currently 42,000), and

Whereas, obtaining housing in Arcata is becoming more competitive with increasing student and city populations, and it is impossible to house all of HSUäó¢íó_í_Œés student, faculty, and staff in Arcata, this program would create financial incentive for students to seek alternative housing in locations north and south of Arcata where the RTS and ETS serve, but A&MRTS does not; and

Whereas, Jack Pass is a proposed program to provide all students with a universal bus pass for riding Arcata Mad River Transit Service (AMRTS), Redwood Transit Service (RTS) and Eureka Transit Service (ETS) with additional services to be added as the budget allows, for a low mandatory student fee of approximately $15, and

Whereas, the program would provide more universal access to HSU, provide low-income students who cannot afford a car with inexpensive mobility, and improve the social and physical environment around HSU by reducing single occupant vehicle use, therefore be it,

Resolved, The Associated Students Council of Humboldt State University supports the attached proposal for development of a Jack Pass program; and therefore be it further,

Support of HSU Energy Independence Fund (HEIF)

Resolution In Support of Humboldt State University Energy Independence Fund (HEIF)

Whereas: The Associated Students is the official voice of students at Humboldt State University (HSU), and

Whereas: Executive order 987 issued by Chancellor Reed on August 2, 2006 explicitly stated, "The CSU shall develop a strategic plan for energy procurement and production to reduce energy capacity requirements from the electricity grid and to promote energy independence using available economically feasible technology (solar, wind, biomass) and for on-site generation," and shall "actively seek all available sources of funding for implementing energy efficiency improvement and utilities infrastructure renewal projects."; and,

Whereas: implementation of the HEIF will allow HSU to meet and exceed the Chancellor's own Energy Conservation Goal of reducing energy consumption by 15% by the end of the fiscal year 2009/2010, the Energy Independence Goal of increasing the self generated energy from 26 to 50 megawatts (MW) by 2014, and the Renewable Energy Procurement Goals of procuring 20% of the University's electrical needs from renewable resources by 2010 as stated in Executive Order 987; and,

Whereas: the official Vision Statement of HSU states that the University "will be the campus of choice for individuals who seek above all else to improve the human condition and our environment," and that the University "will be renowned for social and environmental responsibility and action."; and

Whereas: the successful implementation of HEIF will enhance and support the status of Humboldt State University as a pioneer in environmental conservation, which is a leading driver of enrollment for the University ; and

Whereas: during the 2004 Associated Students General Elections HSU students passed, with an overwhelming and unprecedented 86% majority vote the Humboldt Energy Independence Fund (HEIF) Fee ballot initiative, calling for a mandatory student fee which would allow students to design, fund, and implement sustainable energy projects; and

Whereas: the current students of HSU aspire to create a university that is independent from the use of external energy, nonrenewable resources, and other energy sources that cause environmental degradation and social injustice; and therefore be it,

Resolved: the HSU Associated Students demand that Chancellor Reed liberate HSU from the use of external energy sources by allowing it to implement the mandatory fee, approved by students, to fund the HEIF, and be it further

Resolved: the HSU Associated Students demand that Chancellor Reed comply with his own set goals of energy conservation, as well as Executive Order 987, and be it further

Resolved: the HSU Associated Students reiterate our plan to free our campus from dependence on external energy by means of the Humboldt Energy Independence Fund Fee; and be it further

Resolution in Support of Prop 1D

Resolution in Support of Prop 1D Approved October 23rd, 2006

Whereas, The Associated Students is the official voice of the students of Humboldt State University (HSU); and

Whereas, Proposition 1D: Kindergarten-University Public Education Facilities Bond Act of 2006 is an investment in our schools, our children and the future of California; and

Whereas, Providing a quality institution for students is a priority; and

Whereas, One of the best ways to help our economy and create good-paying jobs is to create world-class public schools that have adequate educational facilities and that give our students the skills they need to succeed in the workforce; and

Whereas, Proposition 1D provides over $7 billion for K-12 grades and an additional $3 billion for higher education; and

Whereas, Proposition 1D allocates funds to retrofit and upgrade our University to ensure it can withstand the impact of natural disasters like earthquakes; and

Whereas, Proposition 1D also includes funding for finishing the Behavioral and Social Sciences building and the Physical Education Complex which will provide classrooms for future students of HSU; and

Whereas, more than 60% of our buildings on campus are 30 years of age or older and require major repairs; and

Whereas, Proposition 1D will fund 15.4% of HSU capital need for the next five years (2006/07-2010/11); and

Whereas, for every dollar California invests to get students in and through college, the state's economy receives $3 net return on that investment; and

Whereas, Proposition 1D provides accountability to ensure funds are allocated properly which include being subjected to independent audits and that misuse of Prop 1d funds is a crime, punishable by time in jail; and

Whereas, Proposition 1D is vital to California's future that both candidates for Governor, as well as bipartisan majority of legislature, support the measure; and

Whereas, Proposition 1d is also supported by the California State Student Association (CSSA), the academic senate CSU and HSU, and the Board of Trustees; therefore be it

Resolved, Associated Students of HSU pledge their support for Proposition 1D; therefore be it further

Resolved, that copies of this resolution shall be sent to but not limited to: President Rollin Richmond, Provost Richard Vrem, University Announcements, the local and campus media, all campus clubs, all A.S. programs, the Academic Senate HSU, and California Faculty Association.

A Resolution Supporting National Coming Out Day

Approved October 23rd, 2006

Whereas, the Associated Students are the official voice of the students Humboldt State University, and

Whereas, all people should be allowed the freedom to express their sexual and gender identity, and

Whereas, President Richmond publicly supports the need for diversity at HSU

Whereas, the HSU Strategic Plan states that "our future hinges on our ability to support and to enhance diversity"

Whereas, the safety of the people of Humboldt State University is integral for their academic success, and

Whereas, students and faculty from Women's Studies, Sociology, Psychology, Government and Politics, Ethnic Studies, English, and Education came together to form the Multicultural Queer Studies Minor, the first of its kind in the nation to foreground the study of sex, gender and sexuality as they intersect race, ethnicity and class, and

Whereas, The County of Humboldt is home to many queer-friendly and supportive organizations and businesses, including Wildberries, Spectrum at College of the Redwoods, the Sisters of Perpetual Indulgence, Redwood Curtain Theatre, the Raven Project, Queer Humboldt, Parents and Friends of Lesbians and Gays, North Coast Rape Crisis Team, North Coast AIDS Project, Marriage Equality USA, Legal Services of Northern California, the L-Word, Humboldt Unitarian Universalist Fellowship, Humboldt Pride Parents, Humboldt Pride, Humboldt Gender Support, Humboldt Domestic Violence Services, Humboldt Community Breast Health Project, the Humboldt Chapter of the Buddhist Peace Fellowship, Humboldt Brews, HIV Kids, the Fruits of Sobriety, First Congregational Church, Evangelical Concerned with Reconciliation, Indigo Nightclub, Arcata Zen Group, the Alibi, and AIDS Drugs Access Program, and

Whereas, Humboldt State University is home to a number of queer-friendly and supportive clubs and organizations, including the Women's Resource Center, the Residents of Culture Council, the Multicultural Center, Housing and Dining Services, and Health and Counseling Services, and

Whereas, Humboldt State University has been home to a queer community club or organization, such as the Queer Student Union, the Family, or GLBTSA, for over thirty years, therefore be it

Resolved, Humboldt State University recognizes October 11 as National Coming Out Day, and therefore be it further

Resolved, Humboldt State University will celebrate this day as an opportunity to celebrate people who have come out, share coming out experiences, and work to make it a safer place for anyone to come out, and therefore be it further

Resolved, Humboldt State University comes out as a queer-friendly and supportive campus, and therefore be it further

Resolution in Support of the Creation of an Institutional Review Board Vetted Survey Tool

Approved November 6th, 2006

Whereas, The Associated Students is the official voice of the Humboldt State University student community; and

Whereas, HSU is in a budget crisis with a deficit of over 7 million dollars by spring 2008, as stated by President Richmond at his Town Hall meeting on Monday October 30, 2006; and

Whereas, Losing this funding will lead to a loss of academic and cultural integrity, as represented by the University's programs and service offerings; and

Whereas, The program and service offerings of the University will impact future admissions and retention; numbers that will both affect our future solvency and liquidity; and

Whereas, There has been no systemic quantitative effort to obtain a publicly visible representative scientifically valid and reliable assessment of student needs and desires for programs and services; and

Whereas, Scientific documentation of student needs and desires for programs and service offerings will empower the A.S. voice, and thus the student voice, now and in the future; therefore be it

Whereas, Survey tools approved by Institutional Review Boards (I.R.B.) are known as valid and reliable scientific measuring tools; and

Whereas, Such an I.R.B. approved survey tool could be used by A.S. and to the university as a whole to document the specific, actual, and current needs and desires for programs and service offerings based on survey data; and therefore be it

Resolved, By the members of the Associated Students Council that A.S. supports the creation of such an I.R.B. approved survey tool; therefore be it further

Resolved, A.S. will review the final analysis of such a survey; therefore be it further

Resolved, A.S. supports that this survey is a gift from Sociology graduate students enrolled in Sociology 583 to the students of HSU, in order to empower student needs and desires now and into the future; and be it finally

Formation of a Campus Task Force on Committees

RESOLUTION IN SUPPORT OF THE FORMATION
OF A CAMPUS TASK FORCE ON COMMITTEES

Approved February 6, 2006

Whereas, The Associated Students is the official voice of the students of Humboldt
State University, and;

Whereas, The University President, the HSU Academic Senate, various campus
auxiliary boards, and the student body of HSU entrusts the Associated
Students Council to nominate qualified and competent student leaders to
serve as student representatives, and;

Whereas, The Associated Students Council reciprocates this trust by a mutual
agreement with the university that appointed students will be utilized
as representatives of the student body, and;

Whereas. The Associated Students Council is held to the expectation of fulfilling
over 105 student representative seats on committees annually, and;

Whereas, It has been brought to the attention of the Associated Students Council that
the following committees have not met this academic year 2005-2006: and;
Educational Equity Committee
Enrollment Management Advisory Committee
Committee for Equal Rights and Diversity
Fields Oversight Committee
HSU Scholarship and Fee Grant Committee
Instructional Communications Advisory Committee
Joint Assessment Committee
Committee on Public Art
Services to Students Coordinating Committee
Services to Students with Disabilities Committee
Student Grievance Committee

Whereas, Appointing students to campus committees that are inactive is a waste of
fiscal and human resources, and;

Whereas, The Associated Students is reliant upon the initiative and cultivation of
student leaders, and its reputation as an efficient governmental body, and;

Whereas, It has been requested of the University President by the Chair of the
Academic Senate that the University in coalition with faculty, staff, and
students, that there be an evaluation and assessment of all campus
committees in regards to their efficiency, necessity, and composition,
and therefore be it further;

Resolved, That the Associated Students is committed to shared governance on
the HSU campus through the means of student representation, and
be it further;

Resolved, That the Associated Students formally request of the University
President Dr. Rollin Richmond the formation of a representative
campus community task force to assess and evaluate all campus
committees by the end of the Spring 2006 semester, therefore
be it further;

Resolved, That copies of this resolution be sent, but not limited to President
Rollin Richmond, all members of the HSU Academic Senate,
Vice President and Provost Rick Vrem, Vice President Steven
Butler, Vice President Coffey, and the Lumberjack News.

Support of Current University Forgiveness Policy

RESOLUTION IN SUPPORT OF CURRENT UNIVERSITY FORGIVENESS POLICY

Whereas, the mission statement of the Associated Students of Humboldt State University states, "The specific purpose of (Associated Students) is… provide an official voice through which students' opinions may be expressed;… assist in the protection of the rights and interests of the individual student and the student body..."; and,

Whereas, The Academic Senate of the CSU passed Resolution AS-2718-05/AA: Support for Campus-specific Policies for Repeating Courses to Improve Grades on November 3, 2005; and,

Whereas, The resolution calls for campuses to consider new policies to put in place that may limit "The maximum grade earned in the original course to qualify for grade forgiveness and the number of times an individual course can be repeated for grade forgiveness"; and,

Whereas, The resolution also calls for policies that could limit the enrollment priorities for students who are repeating a course and could also count a "Withdrawal" as a reason to decrease enrollment priorities for students; and,

Whereas, The State resolution does not give any restrictions based on students with learning disabilities or those students who withdraw from a class with serious or compelling reason; and,

Whereas, The implementation of these policies at this University would dramatically and negatively affect the students of Humboldt State University; therefore be it,

Resolved That the Associated Students of Humboldt State University believe that implementation of the proposed changes will detrimentally effect those students who are looking towards furthering their education past a bachelors degree; and be it further,

Resolved, That the Associated Students of Humboldt State University formally support the current forgiveness policy and that any changes proposed by the University as stated in Senate Resolution AS-2718-05/AA would be considered unnecessary; and be it further,

Resolved, That copies of this resolution be sent, but not limited to HSU President Rollin Richmond, the HSU Academic Senate, The California State Student Association, the Lumberjack Newspaper, and the local media.
