Subject: Resolution in Recognition of Veterans as a Cultural Community on Campus, and in Support of Efforts to Ensure Humboldt State University is a Safe and Friendly Learning Environment for Student Veterans, Active Duty Service Members and Military Family Members

1.) WHEREAS, The Mission Statement of the Associated Students of Humboldt State University states, "The Associated Students…[shall] assist in the protection of the rights and interests of the individual student and the student body; provide services and programs as deemed necessary by the corporation to meet the needs of the students and campus community; and to stimulate the educational, social, physical, and cultural well-being of the University community"; and,

2.) WHEREAS, The Associated Students of Humboldt State University supports and values diversity while upholding a commitment to commend and partake in acts of social justice that educate the campus and community on issues of diversity; and

3.) WHEREAS, HSU President Rollin Richmond said in his inauguration address, "Multicultural views of disciplines, including some scientific disciplines, have brought the realization that most of us teach and learn within cultural settings that may influence and sometimes badly distort our perceptions. Moreover, a diverse set of cultural perspectives has demonstrated clearly that students learn in different ways, and if we wish to help student learn well, we need to be well aware of these differences in learning styles;" and

4.) WHEREAS, The Associated Students of Humboldt State University (HSU) recognize veterans as a cultural community on campus; and

5.) WHEREAS, The Associated Students recognize that military members and veterans return home to every community, including our own, and that it is the responsibility of all communities to assist in meeting the needs of returning service members; and

6.) WHEREAS, The Associated Students recognize that the veteran community is susceptible to harmful negative stereotypes that exist as obstacles to creating a safe learning environment and the ability for service members to transition from military life to civilian and/or student life; and

7.) WHEREAS, The Associated Students acknowledge the additional unique challenges facing the veteran community including physical, emotional mental and spiritual barriers; therefore be it;

8.) RESOLVED, The Associated Students of Humboldt State wish to provide the means for all students to be free from discrimination and harmful stereotypes and to support diversity and social justice efforts; and be it further

9.) RESOLVED, The Associated Students call upon the HSU campus community to take action to ensure that the HSU campus is a safe and friendly learning environment for veterans and the service member community; and be it further

SUBJECT: Resolution in Opposition to the Proposal for Proportional Representation in the California State Student Association

1.) WHEREAS, The Associated Students of Humboldt State University (HSU) have been entrusted to represent and fight in the best interests of our constituents, the students which make up our campus community; and

2.) WHEREAS, It is in the mission of the Associated Students to educate students on those issues that impact them, and advocate for the student perspective to the appropriate parties, which include the university administration, the local community, and the State of California; and

3.) WHEREAS, The California State Student Association represents over 450,000 students of the California State University System and has a long standing history of representing our students on statewide issues; and

4.) WHEREAS, The Associated Students of Humboldt State University has held a long standing relationship with the California State Student Association which has included, but is not limited to: the sending of representatives, serving as executive leadership, and participating in California State Student Association events; and

5.) WHEREAS, A proposal has been recommended that representation on the California State Student Association Board of Directors be proportional to each campusesäó¢íó_í_Œé student population; and,

6.) WHEREAS, This proposal would devalue the voice Humboldt State Students have on statewide issues; and,

7.) WHEREAS, It is the Associated Students of Humboldt State Universityäó¢íó_í_Œés charge to fight for Humboldt State studentäó¢íó_í_Œés voice and representation; therefore be it,

esolution in Opposition of the Governoräó¢íó_í_Œés Proposed 10 % CSU Student Fee Increase for 2007-2008

Adopted February 19th, 2007

WHEREAS, the Associated Students of Humboldt State University is the official recognized voice of over 7,000 students in the California State University (CSU) system and assists in the protection of rights and interests of the student body as well as the student body; and

WHEREAS, the California Master Plan guarantees access to affordable, quality higher education; and

WHEREAS, according to the California Post Secondary Education Commission special report in Keeping College Affordable, äó¢íó_äó¢íó_äó¢íó_support for higher education has slipped from 17% of the state general fund budget in 1976 to 11% in 2006, resulting in students paying greater share of higher education costs, causing an increase in student related debtäó¢íó_í_Œ; and

WHEREAS, federal and state financial aid do not meet the need of the increasing college student population; and

WHEREAS, student services have been the first to be cut causing limited access to the CSU system for first generation students as well as state residents; and

WHEREAS, Academic Preparation and Outreach Programs, such as Educational Opportunity Program (EOP), have assisted 1 in 5 first generation college students with a successful plan for graduation; and

WHEREAS, this fee increase will be the sixth since 2001 and student fees have been raised 76% for undergraduate and 100% for graduate students since that time; and be it

WHEREAS, this fee increase would cost students and families $202.5 million of which $97.8 million is in the CSU and $104.7 million is in the UC

RESOLVED, the Associated Students of Humboldt State University calls on the California Board of Trustees to take a formal opposing stance on the Governoräó¢íó_í_Œés proposed student fee increase and advocate with students of the CSU; and be it further

RESOLVED, the Associated Students of Humboldt State University strongly urge the Legislature and the Governor to make higher education a priority and fund the $65 million dollars needed to safeguard the accessibility and affordability of the CSU; and be it further

RESOLVED, the Associated Students of Humboldt State University requests the Governor and the Legislature to rollback student fees; and be it finally

Resolution in support of CSU Faculty
during Contract Negotiations

Adopted March 5th, 2007

Whereas, The Associated Students Inc. of Humboldt State University (HSUAS) is the official voice of the students of Humboldt State University (HSU); and

Whereas, In the last 5 years, faculty members have been given a significantly higher workload of increased class sizes without adequate support, causing a decline in the quality of education for students; and

Whereas, The California State University (CSU) Board of Trustees (BOT) has accepted an agreement to increase student fees by ten percent annually until 2010 (1); and

Whereas, Student fees have already been increased by 76% for undergraduate and by 100% for graduate students since the 2001-2002 school year (2); and

Whereas The CSU administration has been unsuccessful in advocating for more funding from the California State Legislature to address unmet needs at the CSU; and

Whereas, CSU administrators have been given increases in salary and perks, which total to 23% since 2004, compared to a faculty increase of 3.5% since 2003 (3); and

Whereas, The only CSU faculty union, CFA, has consistently held a pro-student stance for the last 4 years, arguing against fee increases through resolutions and lobbying (4); and

Whereas, HSUAS and CFA share a common vision of the Master Plan of Higher Education and work to maintain and defend the quality, affordability, and accessibility of äó¢íó_äó¢íó_äó¢íó_The Peopleäó¢íó_í_Œés Universityäó¢íó_í_Œ (5); and

Whereas, The CSU administration has neglected to bargain a contract with the only faculty union recognized in the CSU (6) which would allow for the increase in costs of living in California which have been 10% since 2003; and

Whereas, The current contract bargaining between CFA and the CSU has negatively impacted students and the education they receive; and

Whereas, The CSU salary offer to CFA in the current collective bargaining does not address the lag between CSU faculty compensation at comparable institutions (7); and

Whereas, HSUAS recognizes student learning conditions are greatly impacted by faculty working conditions; therefore be it

Resolved, That HSUAS supports the dedication of their professors by supporting a fair contract without raising student fees; and be it further

Resolved, That HSUAS chooses to stand in solidarity with CSU faculty along with the AS boards of CSU East Bay, CSU San Francisco, CSU Monterey Bay, CSU Los Angeles, and CSU Maritime and urges other CSUASäó¢íó_í_Œés to follow suit; and be it further

Resolved, That HSUAS demands that President Rollin Richmond and the other HSU administrators seek a solution that is equally beneficial for administrators, students, faculty, and staff; and be it further

Resolved, That HSUAS calls upon Chancellor Charles Reed and the CSUBOT to seek additional funding from the California State Legislature to meet the unmet needs of the CSU; and be it finally

The across-the-board 4 percent pay raise would apply to 28 of the CSU's key executives -- the presidents of its 23 campuses as well as Chancellor Charles Reed and four of his top deputies. If approved, the pay raise will come with what amounts to a New Year's bonus for the administrators because the higher salary would be retroactive to July 1 -- presumably meaning a fat catch-up paycheck.
Reed's annual salary of $362,500 would grow to $377,000 under his proposal.Since becoming chancellor in 1998, Reed also has been provided with a state-owned residence as well as a $30,000-a-year retirement supplement from the CSU Foundation.
In October 2005, the CSU's top executives received an average 14 percent pay hike plus increased allowances for cars and housing. That pay raise was made retroactive to July 1, 2005.

A report last year by the California Postsecondary Education Commission found CSU fees were lower than those at 15 comparable public universities. At the UC system, fees were lower than at three of four similar public institutions, the report stated.

But the report also noted that the rate of fee and tuition hikes has far outpaced income gains in California.
Middle-class students who don't qualify for financial aid often work or take on thousands of dollars in debt to finance their futures, Vissanjy said.

Resolution In Recognition of the Value of HSUäó¢íó_í_Œés SCUBA Program for Current and Future HSU Student Enrollment

Whereas, the HSU SCUBA Program is renown throughout the world-wide dive community and is responsible for contributing high caliber divers to the dive industry, and

Whereas, a SCUBA certification achieved at HSU enhances the probability of working in the dive industry within the first year of graduation, and

Whereas, HSU SCUBA attracts students from around the country to come here based on the reputation of the HSU SCUBA Program, and

Whereas, the HSU SCUBA Program is recognized as the highest caliber training in comparison to other dive training facilities, and

Whereas, the HSU SCUBA Program impacts multiple majors; currently this semester alone, twenty-four plus majors are represented by over 70 enrolled students, and

Whereas, HSU SCUBA Program brings together a diverse group of students who strive to achieve a collective goal of safe diving, which requires trust confidence and self-esteem, and

Whereas, 501 enrolled students at HSU signed a petition in support of the preservation of the HSU SCUBA Program, and

Whereas, 35 Students participating in the HSU SCUBA Program have documented the importance of the program to their major and their future career paths, and

Whereas, the leadership certification within the HSU SCUBA Program is an integral part of program dynamics and allows for its standard of excellence to be maintained, and

Whereas, the HSU SCUBA program is currently being considered for budget cuts that will negatively impact the opportunities the program offers, such as; reduction of leadership and recreation minors and relocating several SCUBA courses to extended education which makes them much more expensive and less attractive for future students, and let it be

Whereas, the mission of Associated Students is to provide a means for responsible and effective participation in the governance of the campus, to provide an official voice through which students' opinions may be expressed, and to assist in the protection of the rights and interests of the individual student and the student body, and.

Whereas, President Rollin Richmond has proposed a $202 increase in the Instructionally Related Activities (IRA) fee per semester, and

Whereas, the Associated Students held their annual elections on April 24, 25, 26 2007

Whereas, the Associated Students demanded that the proposed Instructionally Related Activities fee increase be brought to a student vote, that the fee was either earmarked or managed by students,

Whereas, according to the US Census Bureau, the estimated voter turnout in California of 18-24 year olds in the 2004 election was 30-34%

Resolution In Support of Humboldt State University Energy Independence Fund (HEIF)

Whereas: The Associated Students is the official voice of students at Humboldt State University (HSU), and

Whereas: Executive order 987 issued by Chancellor Reed on August 2, 2006 explicitly stated, "The CSU shall develop a strategic plan for energy procurement and production to reduce energy capacity requirements from the electricity grid and to promote energy independence using available economically feasible technology (solar, wind, biomass) and for on-site generation," and shall "actively seek all available sources of funding for implementing energy efficiency improvement and utilities infrastructure renewal projects."; and,

Whereas: implementation of the HEIF will allow HSU to meet and exceed the Chancellor's own Energy Conservation Goal of reducing energy consumption by 15% by the end of the fiscal year 2009/2010, the Energy Independence Goal of increasing the self generated energy from 26 to 50 megawatts (MW) by 2014, and the Renewable Energy Procurement Goals of procuring 20% of the University's electrical needs from renewable resources by 2010 as stated in Executive Order 987; and,

Whereas: the official Vision Statement of HSU states that the University "will be the campus of choice for individuals who seek above all else to improve the human condition and our environment," and that the University "will be renowned for social and environmental responsibility and action."; and

Whereas: the successful implementation of HEIF will enhance and support the status of Humboldt State University as a pioneer in environmental conservation, which is a leading driver of enrollment for the University ; and

Whereas: during the 2004 Associated Students General Elections HSU students passed, with an overwhelming and unprecedented 86% majority vote the Humboldt Energy Independence Fund (HEIF) Fee ballot initiative, calling for a mandatory student fee which would allow students to design, fund, and implement sustainable energy projects; and

Whereas: the current students of HSU aspire to create a university that is independent from the use of external energy, nonrenewable resources, and other energy sources that cause environmental degradation and social injustice; and therefore be it,

Resolved: the HSU Associated Students demand that Chancellor Reed liberate HSU from the use of external energy sources by allowing it to implement the mandatory fee, approved by students, to fund the HEIF, and be it further

Resolved: the HSU Associated Students demand that Chancellor Reed comply with his own set goals of energy conservation, as well as Executive Order 987, and be it further

Resolved: the HSU Associated Students reiterate our plan to free our campus from dependence on external energy by means of the Humboldt Energy Independence Fund Fee; and be it further

A Resolution Supporting National Coming Out Day

Approved October 23rd, 2006

Whereas, the Associated Students are the official voice of the students Humboldt State University, and

Whereas, all people should be allowed the freedom to express their sexual and gender identity, and

Whereas, President Richmond publicly supports the need for diversity at HSU

Whereas, the HSU Strategic Plan states that "our future hinges on our ability to support and to enhance diversity"

Whereas, the safety of the people of Humboldt State University is integral for their academic success, and

Whereas, students and faculty from Women's Studies, Sociology, Psychology, Government and Politics, Ethnic Studies, English, and Education came together to form the Multicultural Queer Studies Minor, the first of its kind in the nation to foreground the study of sex, gender and sexuality as they intersect race, ethnicity and class, and

Whereas, The County of Humboldt is home to many queer-friendly and supportive organizations and businesses, including Wildberries, Spectrum at College of the Redwoods, the Sisters of Perpetual Indulgence, Redwood Curtain Theatre, the Raven Project, Queer Humboldt, Parents and Friends of Lesbians and Gays, North Coast Rape Crisis Team, North Coast AIDS Project, Marriage Equality USA, Legal Services of Northern California, the L-Word, Humboldt Unitarian Universalist Fellowship, Humboldt Pride Parents, Humboldt Pride, Humboldt Gender Support, Humboldt Domestic Violence Services, Humboldt Community Breast Health Project, the Humboldt Chapter of the Buddhist Peace Fellowship, Humboldt Brews, HIV Kids, the Fruits of Sobriety, First Congregational Church, Evangelical Concerned with Reconciliation, Indigo Nightclub, Arcata Zen Group, the Alibi, and AIDS Drugs Access Program, and

Resolved, Humboldt State University recognizes October 11 as National Coming Out Day, and therefore be it further

Resolved, Humboldt State University will celebrate this day as an opportunity to celebrate people who have come out, share coming out experiences, and work to make it a safer place for anyone to come out, and therefore be it further

RESOLUTION IN SUPPORT OF THE FORMATION
OF A CAMPUS TASK FORCE ON COMMITTEES

Approved February 6, 2006

Whereas, The Associated Students is the official voice of the students of Humboldt
State University, and;

Whereas, The University President, the HSU Academic Senate, various campus
auxiliary boards, and the student body of HSU entrusts the Associated
Students Council to nominate qualified and competent student leaders to
serve as student representatives, and;

Whereas, The Associated Students Council reciprocates this trust by a mutual
agreement with the university that appointed students will be utilized
as representatives of the student body, and;

Whereas. The Associated Students Council is held to the expectation of fulfilling
over 105 student representative seats on committees annually, and;

Whereas, It has been brought to the attention of the Associated Students Council that
the following committees have not met this academic year 2005-2006: and;
Educational Equity Committee
Enrollment Management Advisory Committee
Committee for Equal Rights and Diversity
Fields Oversight Committee
HSU Scholarship and Fee Grant Committee
Instructional Communications Advisory Committee
Joint Assessment Committee
Committee on Public Art
Services to Students Coordinating Committee
Services to Students with Disabilities Committee
Student Grievance Committee

Whereas, Appointing students to campus committees that are inactive is a waste of
fiscal and human resources, and;

Whereas, The Associated Students is reliant upon the initiative and cultivation of
student leaders, and its reputation as an efficient governmental body, and;

Whereas, It has been requested of the University President by the Chair of the
Academic Senate that the University in coalition with faculty, staff, and
students, that there be an evaluation and assessment of all campus
committees in regards to their efficiency, necessity, and composition,
and therefore be it further;

Resolved, That the Associated Students is committed to shared governance on
the HSU campus through the means of student representation, and
be it further;

Resolved, That the Associated Students formally request of the University
President Dr. Rollin Richmond the formation of a representative
campus community task force to assess and evaluate all campus
committees by the end of the Spring 2006 semester, therefore
be it further;

Resolved, That copies of this resolution be sent, but not limited to President
Rollin Richmond, all members of the HSU Academic Senate,
Vice President and Provost Rick Vrem, Vice President Steven
Butler, Vice President Coffey, and the Lumberjack News.

Resolution in Support of Prop 1D

Approved October 23rd, 2006

Whereas, The Associated Students is the official voice of the students of Humboldt State University (HSU); and

Whereas, Proposition 1D: Kindergarten-University Public Education Facilities Bond Act of 2006 is an investment in our schools, our children and the future of California; and

Whereas, Providing a quality institution for students is a priority; and

Whereas, One of the best ways to help our economy and create good-paying jobs is to create world-class public schools that have adequate educational facilities and that give our students the skills they need to succeed in the workforce; and

Whereas, Proposition 1D provides over $7 billion for K-12 grades and an additional $3 billion for higher education; and

Whereas, Proposition 1D allocates funds to retrofit and upgrade our University to ensure it can withstand the impact of natural disasters like earthquakes; and

Whereas, Proposition 1D also includes funding for finishing the Behavioral and Social Sciences building and the Physical Education Complex which will provide classrooms for future students of HSU; and

Whereas, more than 60% of our buildings on campus are 30 years of age or older and require major repairs; and

Whereas, Proposition 1D will fund 15.4% of HSU capital need for the next five years (2006/07-2010/11); and

Whereas, for every dollar California invests to get students in and through college, the state's economy receives $3 net return on that investment; and

Whereas, Proposition 1D provides accountability to ensure funds are allocated properly which include being subjected to independent audits and that misuse of Prop 1d funds is a crime, punishable by time in jail; and

Whereas, Proposition 1D is vital to California's future that both candidates for Governor, as well as bipartisan majority of legislature, support the measure; and

Whereas, Proposition 1d is also supported by the California State Student Association (CSSA), the academic senate CSU and HSU, and the Board of Trustees; therefore be it

Resolved, Associated Students of HSU pledge their support for Proposition 1D; therefore be it further

Resolved, that copies of this resolution shall be sent to but not limited to: President Rollin Richmond, Provost Richard Vrem, University Announcements, the local and campus media, all campus clubs, all A.S. programs, the Academic Senate HSU, and California Faculty Association.
