2.) WHEREAS, The Associated Students of Humboldt State University have witnessed a rapid increase in the cost of education. The combined cost of textbooks, tuition, student fees, and living expenses have forced many students to take out excessive loans; and

3.) WHEREAS, It is prerogative of professors at Humboldt State University to select which textbooks will be used for their classes; therefore, be it

4.) RESOLVED, The Associated Students of Humboldt State University supports the creation of the Steering Committee on Affordable Learning Solutions and looks forward to its recommendations to the campus community; and be it further

5.) RESOLVED, The Associated Students of Humboldt State University encourage professors to research the textbooks choices with consideration to price for students; and be it further

6.) RESOLVED, The Associated Students of Humboldt State University supports the efforts of faculty to provide students with access to e-books, which provides students with online and downloadable versions of textbooks for a fraction of the cost of traditional paper textbooks; and be it further

.) RESOLVED, The Associated Students of Humboldt State University also support professors who prepare their own instructional materials that are used in place of purchased text; and be it further

RESOLUTION No. 2009-10-2

SUBJECT: An Act to Amend ARTICLE IV, Section B of the Associated Students Constitution, and the Associated Students Government Code and Elections Code

WHEREAS, The Associated Students of Humboldt State University currently has two All University Representatives that represent Undeclared and Interdisciplinary students and has faced continued difficulty filling both positions due to the small number of eligible students. The Associated Students recognize that needs of the students may be better met with a full AS Council by deleting one All University Representative position from the Council and replacing it with one At-Large Representative by amending the AS Constitution and Codes in the following manner; therefore,

BE IT ENACTED, by the Associated Students Council that the following amendments are made to Article IV, Section B of the Associated Student Constitution:

B. Membership: Membership on the A.S. Council shall consist of college-specific representatives, two all university representatives one all-university representative, one at-large representative, and one graduate student representative.

Membership shall also include one Residence Hall Association (RHA) representative elected in the Spring RHA elections and seated by AS Council by a two-thirds majority. BE IT ENACTED, by the Associated Students Council that the following amendments are made to Article VII, Section C of the Associated Student Constitution:

1. Nominations: Executive Officers shall be nominated by petitions signed by one-hundred and fifty (150) members of the Association. A.S. college-specific representatives shall be nominated by petitions signed by fifty (50) members of the Association within the college he/she is representing. The A.S. All University representatives shall be nominated by petitions signed by fifty (50) members of the Association within the All University Program. The A.S. At-Large representative shall be nominated by petition signed by fifty (50) members of the Association. Graduate Student representatives shall be nominated by petitions signed by twenty (20) members of the Association who are Graduate Students. Petitions for nomination shall be filed with the Elections Commission not less than fourteen (14) calendar days not more than forty-two (42) calendar days prior to the regular election; the Elections Commission has three (3) school days to rule on the eligibility of a candidate after filing; and public notice to the effect that nominations are in order shall be posted on official bulletin boards and shall be published in the school newspaper at least forty-two (42) days prior to the election by the Elections Commission.

3. No member of the Association shall vote for a candidate for representative of a college other than the college in which that member of the Association is enrolled. In the case of persons with more than one major, the person shall have the right to choose from amongst colleges in which that person is enrolled to vote for a college representative candidate. Students with undeclared majors shall vote for the all university student representative. All students may vote for the At-Large Representative.

BE IT ENACTED, by the Associated Students Council that the following amendments are made to the Associated Students Government Code:

2.02 Membership on the Associated Student Council shall consist of thirteen (13) representatives — nine (9) College representatives (three from each college of the University), two one (1) All University representatives, one (1) At-Large representative, one (1) Graduate representative and one (1) Residence Hall Association representative.

The College representatives shall consist of the following:

1. College of Professional Studies

2. College of Arts, Humanities and Social Sciences, and

3. College of Natural Resources and Sciences.

BE IT ENACTED, by the Associated Students Council that the following amendments are made to the Associated Students Elections Code:

13.09 Members of the Association shall vote for candidate(s) for representatives of the college in which that member is enrolled. All University Students with shall vote for an All University student representative candidate. Graduate student members shall also vote for a Graduate student representative candidate. All members of the Association may vote for the At-Large representative candidate.

BE IT ENACTED, by the Associated Students Council that the following additions are made to the Associated Students Elections Code and that the code is renumbered accordingly:

7.07 A.S. At-Large Representatives shall file a Petition for Candidacy form signed by fifty (50) members of the Association.

7.10 Candidates for At-Large Representatives must be a registered student for at least the semester prior to filing for candidacy and may be of any major or undeclared.

SUBJECT: Resolution in Support of Supplying Flu Vaccinations, at Little or No Cost, to Students who might have a Financial Hardship

1.) WHEREAS, The Associated Students of Humboldt State University (HSU) has been entrusted to represent and fight in the best interests of our constituents, the students which make up our campus community; and,

2.) WHEREAS, The Associated Students mission is to"…assist in the protection of the rights and interests of the individual student and the student body…and to stimulate the educational, social, physical and cultural well-being of the University community;" and,

3.) WHEREAS, Humboldt State University Associated Students believes that a student's physical well-being is essential to best interact in an educational environment such as HSU; and,

4.) WHEREAS, there has been a recent surge in the number of flu cases on campus and in the surrounding community, including the news that HSU students have contracted the H1N1 flu virus; and,

5.) WHEREAS, the magnitude of the current flu season may require students to receive the vaccine who normally would not need one, and;

6.) WHEREAS, the current price for a flu vaccination is $12.00 per vaccine, which for some students can be determined as a financial hardship; therefore, be it;

7.) RESOLVED, that Humboldt State Associated Students encourages the Student Health Center to provide flu vaccinations, at little to no cost, to students with a determined financial hardship; and be it further,

8.) RESOLVED, that the Humboldt State Associated Students encourages all students, faculty, and staff to take precautionary measures to prevent the spreading of the flu; and be it further,

9.) RESOLVED, that this resolution shall be sent to, but not limited to: HSU President, Dr. Rollin Richmond; Vice President of Student Affairs, Dr. Steven Butler; the HSU Academic Senate; Director of the Student Health Center, Dr. Rebecca Stauffer; the Student Health Center Advisory Committee, all CSU Associated Students, and all local and state media outlets.

SUBJECT: Resolution in Recognition of Veterans as a Cultural Community on Campus, and in Support of Efforts to Raise Awareness of Veteran Issues, Including Designation of Veterans Awareness Week from November 8th to November 14th, 2009

1.) WHEREAS, The Associated Students of Humboldt State University supports and values diversity while upholding a commitment to commend and partake in acts of social justice that educate the campus and community on issues of diversity; and

2.) WHEREAS, The Associated Students of Humboldt State University (HSU) recognize veterans as a cultural community on campus that is susceptible to harmful negative stereotypes and that these stereotypes create barriers to a safe learning environment and the ability for service members to transition from military life to civilian and/or student life; and

3.) WHEREAS, The Associated Students recognize that military members and veterans return home to every community, including our own, and that it is the responsibility of all communities to assist in meeting the needs of returning service members; and

4.) WHEREAS, the advent of the all-volunteer Armed Forces has resulted in a sharp decline in the number of individuals and families who have had any personal connection with the Armed Forces;

5.) WHEREAS, this reduction in familiarity with the Armed Forces has resulted in a marked decrease in the awareness by young people of the nature and importance of the accomplishments of those who have served in the Armed Forces, despite the current educational efforts of the Department of Veterans Affairs and the veterans service organizations;

6.) WHEREAS, the system of civilian control of the Armed Forces makes it essential that the future leaders of the Nation understand the history of military action and the contributions and sacrifices of those who conduct such actions; and

7.) WHEREAS, in each of the years 2000 through 2008 the Senate has recognized the need to increase the understanding of the contributions of veterans among school-aged children by approving a resolution recognizing the week containing Veterans Day as 'National Veterans Awareness Week': Now, therefore, be it

8.) RESOLVED, The Associated Students designate the week of November 8 through November 14, 2009, as campus 'Veterans Awareness Week' for the purpose of emphasizing educational efforts directed at University students concerning the contributions and sacrifices of veterans; and be it further

9.) RESOLVED, The Associated Students support efforts to recognize Veterans, Service members, and military families as a cultural community on campus, including encouraging students, faculty, and staff of Humboldt State University to observe Veterans Awareness Week and attend activities on campus and in the community.

10.) RESOLVED, The Associated Students call upon the HSU campus community to take action to ensure that the HSU campus is a safe and friendly learning environment for veterans and the service member community; and be it further

11.) SUBJECT: Resolution in Support of the CSSA Structure Proposal

1.) WHEREAS, The Associated Students of Humboldt State University (HSU) has been entrusted to represent and advocate for the best interests of our constituents, the approximately 7,500 students which make up our campus community; and,

2.) WHEREAS, It is in the mission of the Associated Students to educate students on those issues that impact them, and advocate for the student perspective to the 'appropriate parties, which include the university administration, the local community, and the State of California; and,

3.) WHEREAS, The California State Student Association represents over 450,000 students of the California State University System and has a long standing history of representing our students on statewide issues; and,

4.) WHEREAS, The Associated Students of Humboldt State University has held a long standing relationship with the California State Student Association which has included, but not limited to: the sending of representatives, serving as executive leadership, and participating in California State Student Association events; and,

5.) WHEREAS, Many university Associated Students organizations in the California State University have expressed an interest in amending the internal and external operations of the California State Student Association; and,

6.) WHEREAS, As a result, the California State Student Association Board of Directors has passed, and put forward for ratification to the individual Associated Students organizations, a proposal to amend said structure; and,

7.) WHEREAS, Said proposal includes changes to the executive structure of the California State Student Association, dues structure, Executive Director performance evaluations, and proportional voting; and,

8.) WHEREAS, The Associated Students of Humboldt State University passed a resolution on December 15, 2008 which urged "the California State Student Association oppose the [proportional voting] proposal as well to protect the voices of all students regardless of campus population;" and,

9.) WHEREAS, The current harsh climate surrounding the California State University system with continuing budget cuts and system wide impaction, warrants a commitment to working with the statewide representation that the California State Student Association provided for Humboldt State University students; therefore be it,

10.) RESOLVED, that the Associated Students of Humboldt State University approve the proposal set forth by the California State Student Association at the December 2008 plenary meeting with the following qualifications; be it further,

11.) RESOLVED, That the Associated Students of Humboldt State University urge the California State Student Association to evaluate the outcomes of said proposal annually; and be it further:

RESOLVED, The Associated Students of Humboldt State University urge the California State Student Association to continue exploring options, other than proportional representation, that fulfills concerns of full student representation at California State Student Association board meetings; and be it further,

13.) RESOLVED, The Associated Students of Humboldt State University will closely monitor our continued membership with the California State Student Association as a result of the passage of this proposal; and be it finally,

Subject: An Act to Amend Section 12 and its subsections into the Associated Students Administrative Code

1.) WHEREAS, the Associated Students Administrative Code currently does not address the structure, composition, and responsibilities of the Humboldt State Associated Students Lobby Corps;

Be it enacted by the Associated Students Council that Administrative Code, Section 12, 12.01, 12.02, 12.03, 12.04, and 12.05 be inserted to read the following:

Section 12. Humboldt State Associated Students Lobby Corps

12.01 The Humboldt State University Associated Students Lobby Corps shall be responsible for working closely with HSU Associated Students and to lobby on behalf of the students at Humboldt State University and the Association in regards to specific issues that are affecting our University and the North Coast.

12.02 The Humboldt State University Associated Students Lobby Corps shall be Co-Chaired by the A.S. President and the CSSA Representative who shall enlist the service of four (4) students at large to aid in the fulfillment of the purpose of the Lobby Corps.

12.03 The four (4) students at large shall be appointed by the AS President in consultation with the CSSA Representatives. The students at large shall be confirmed by a majority of council.

12.04 The AS President and CSSA Representative shall:

a. Be responsible for the general coordination of The Humboldt State University Associated Students Lobby Corps including formulation of meetings;
b. Conduct interviews for the candidates for the student at large positions in which some level of lobbying or communication skill has been demonstrated;
c. Schedule and organize a mandatory "lobby training" early in the fall semester for the The Humboldt State University Associated Students Lobby Corps members and open to the Associated Students Council;
d. Schedule and organize a mandatory "effective communications training" early in the fall semester for The Humboldt State University Associated Students Lobby Corps members and open to the Associated Students Council;
e. Attend AS Council meetings and report to the Council regarding the progress of the HSU Lobby Corps;

12.05 The duties of the Co-Chairs shall be split as follows:

The AS President shall be responsible for staying abreast on campus specific issues and informing the committee on these issues.

The CSSA Representative shall be responsible for staying abreast on California State University wide issues and informing the committee on these issues.

12.06 In consultation with the AS President and the CSSA Representatives, the duties of the four (4) students at large shall be split as follows:

Two (2) Students at Large members shall:
a. Specialize and focus on the California Senate through research and staying abreast on current issues;
b. Organize and attend monthly communications with the local office for our district Senator;
c. Organize and attend three (3) Sacramento lobby visits, two (2) in the Fall and one (1) in the Spring, in cooperation with The Humboldt State University Associated

Students Lobby Corps membership;
d. One (1) student shall:
i. Focus on higher education issues affecting Humboldt State;
ii. Research, watch, and organize lobby appointments with the Senate Committee for Higher Education and all other Senate members who have an influence on higher education issues.

e. One (1) student shall:
i. Focus on an issue as deemed necessary and pertinent to the students at Humboldt State University and the North Coast by The Humboldt State University Associated Students Lobby Corps membership in consultation with the Associated Students Council;
ii. Identify Senate committees pertinent to the aforementioned issue;
iii. Research, watch, and organize lobby appointments with the identified Senate Committees and all other Senate members who have an influence on the issue.

Two (2) Students at Large members shall:

Subject: An Act to Amend Section 13 and its subsections into the Associated Students Administrative Code

1.) WHEREAS, the Provost Council is charged with assisting "the Provost and Vice President for Academic Affairs with policy issues and major areas that need broad consultation."

2.) WHEREAS, the Associated Students Administrative Code does not address the relationship of the Provost Student Representative to sub committees inherently necessary for the student representative to make informed decisions.

3.) WHEREAS, the Provost Council is a centralized board that deals with information brought to it by many sub committees and boards including but not limited to the Chair of the University Curriculum Committee, Chair of the Academic Senate, and Representative of the Statewide Academic Senate.

4.) WHEREAS, the current process for Academic Program Review is changing from a Department generated report and assessment into a more centralized review by the Provost's created Academic Program Prioritization Task Force,

5.) WHEREAS, the Provost Council's Student representative's access to information needs to be broadened beyond department level information,

6.) WHEREAS, the decisions effected by budget shortfall are being more centralized by the administration including reviews of Academic Program performance Be it enacted by the Associated Students Council that the Administrative Code Section 12 of the Associated Students Constitution be adopted as follows:

Section 12: Student Interrelations Committee for Quality Academics

12.01 The Student Interrelation's Committee for Quality Academics shall consist of the Provost's Council student representative acting as Chair and appointed by the A.S. President, one student serving from the Academic Affairs Budget Committee appointed by the A.S. President, one student from the Instructionally Related Activities Committee appointed by the A.S. Vise President, one student from the Student Fee Advisory Committee (SFAC) appointed by the A.S. President, one student from the Joint Assessment Committee appointed by the A.S. President, one student from the Educational Policies Committee appointed by the A.S Legislative V.P., one student from Enrollment Management Advisory Committee appointed by the A.S. Student Affairs VP, one student from the University Curriculum Committee appointed by the A.S. Student Affairs V.P.

12.02 The Committee Shall:

-meet at least 2 times a semester and shall not meet the first month of the year so as to allow appointments to other committee positions, that are necessary for the Student Interrelations Committee to have membership, be given time to already have taken place.

-discuss and document the interrelation of actions taken in their separate committees

-discuss relationships with administration and how to improve their relationships with effective action and communication in those separate committee's.

-serve as an advisory group to the Provost Council Student Representative

-put on a fall Student Interrelations Committee for Quality Academics event that invites all committee representatives to attend an informative gathering that makes connections between other representatives, makes connections between people working on similar issues, and encourages committee student representatives to focus on a goal, this event should not be any earlier than two months after the school year begins-put on a spring Student Interrelations for Quality Academics Event that invites all committee representatives to record relationships, helpful contacts, common problems faced, and goals left over in some media form that will carry over the next year,

WHEREAS, THE MISSION STATEMENT OF THE ASSOCIATED STUDENTS OF HUMBOLDT STATE UNIVERSITY READS, äó¢íó_äó¢íó_äó¢íó_The Associated Students of Humboldt State University, located in Arcata, CA is a recognized non-profit corporation and an auxiliary of Humboldt State University. The specific purpose of this corporation is to provide a means for responsible and effective participation in the governance of the campus; provide an official voice through which studentsäó¢íó_í_Œé opinions may be expressed; foster awareness of these opinions both on and off campus; assist in the protection of the rights and interests of the individual student and the student body; provide services and programs as deemed necessary by the corporation to meet the needs of the student and campus community; and to stimulate the educational, social, physical, and cultural well-being of the university community;äó¢íó_í_Œ and,

2.) WHEREAS, THE PREFACE TO THE ASSOCIATED STUDENT BODY CODE READS, äó¢íó_äó¢íó_äó¢íó_We, the leaders of the Associated Student Body of Humboldt State University, shall uphold the responsibility that has been vested in us. 1. As Student Representatives We Shall: consider the opinions and needs of our immediate constituency, the Students, prior to our taking any action on their behalf. 2. As student Advocates We Shall: be vocal on issues that protect and increase student rights; create opportunities to increase the student perspective in the university decision making process; actively seek institutional changes that serve to enhance the student environment; and uphold and protect the integrity of the Student Body Association;äó¢íó_í_Œ and,

3.) WHEREAS, IT IS IN THE MISSION OF THE ASSOCIATED STUDENTS to advocate for the student perspective to the äó¢íó_äó¢íó_äó¢íó_appropriate parties,äó¢íó_í_Œé which on this topic includes but is not limited to; the university administration, the University Center Board of Directors, the local community, and the State of California; and,

4.) WHEREAS, THE ASSOCIATED STUDENTS BELIEVES that the current proposal to the University Center Board hinders the Associated Students representatives ability to uphold the social and environmental responsibility declared in the mission and vision of HSU.

WHEREAS, THE HISTORY OF HUMBOLDT STATE UNIVERSITY CENTER STATES, äó¢íó_äó¢íó_äó¢íó_Under the theory that a group of articulate and dedicated students and faculty leaders could successfully determine and state creatively the problems and solutions to a proposed COLLEGE UNION at Humboldt State, the college President created a committee to start the planning of such a Union in 1956. Associated Students, College Union Proposal, 1966;äó¢íó_í_Œ and,

6.) WHEREAS, THE HISTORY OF HUMBOLDT STATE UNIVERSITY CENTER STATES, äó¢íó_äó¢íó_äó¢íó_In September 1965, a new College Union Foundation Planning Committee was established by Dr. Siemens for their recommendations in creating a College Union Board of Directors. This Board of Directors would be charged with the responsibility of the operations of the College Union. Consultation with state agencies indicated that it would be feasible to incorporate the cafeteria, the bookstore, and Nelson Hall in one College Union Building. The ASB Legislative Council created a College Union Steering Committee for the purpose of äó¢íó_äó¢íó_äó¢íó_planning a campaign to establish a College Union on campus.äó¢íó_í_Œé A group in excess of fifty active members including many club presidents, was appointed as members of the various committees that were formed.äó¢íó_í_Œ äó¢íó_äó¢íó_äó¢íó_In 1970 the College Union incorporated and OWNERSHIP of the bookstore was transferred to the Unionäó¢íó_äó¢íó__ on October 10, 1972 the board named the NEW STUDENT UNION, the University Center;äó¢íó_í_Œ and

7.) WHEREAS, THE BYLAWS OF HUMBOLDT STATE UNIVERSITY CENTER BOARD OF DIRECTORS, Section 2. READS, äó¢íó_äó¢íó_äó¢íó_The purpose of the University Center is to provide the students of Humboldt State University with services, conveniences, and amenities requisite to the daily life of campus. These services, conveniences, and amenities will also be provided to the campus community consisting of faculty, administrators, staff and alumni, guests of the student body or campus community, as well as the general public, as long as such provisions will result in direct or indirect benefits to the students of Humboldt State University. Should conflicts arise between the aforementioned service groups, priority shall be given to students, campus, community members, and the general public in descending order;äó¢íó_í_Œ and,

8.) WHEREAS, THE BYLAWS OF HUMBOLDT STATE UNIVERSITY CENTER BOARD OF DIRECTORS, Section 4. READS, äó¢íó_äó¢íó_äó¢íó_It shall further be the purpose of the Board that the net earnings will be used for the benefit of the students of Humboldt State University, and that no part of the net earnings will inure to the benefit of any private individual;äó¢íó_í_Œ and,

9.) WHEREAS, CALIFORNIA STATE LAW, EDUCATION CODE READS, äó¢íó_äó¢íó_äó¢íó_Section 89905.5. (a) No auxiliary organization operating a commercial service on the California State University, Chico, campus shall discontinue that commercial service without providing the campus with adequate notice of its intent to discontinue the service, and the opportunity to continue the service through another means. (b) No commercial service operated by an auxiliary organization on the California State University, Chico, campus or any aspect of the management of the commercial services shall be taken over by the Trustees of the California State University, the Chancellor of the California State University, the president of a campus of the California State University, or another auxiliary organization unless all of the following conditions are met: (1) The entity seeking to assume all or part of the management of the commercial service has demonstrated that the commercial service has substantial programmatic or financial difficulties. (2) The governing board of the auxiliary organization currently operating the commercial service has been provided adequate opportunity to respond to the concerns demonstrated pursuant to paragraph (1). (3) The governing board of the entity seeking to assume all or part of the management of the commercial service has approved the assumption of the new programmatic or financial responsibility. (4) The auxiliary organization currently operating the commercial service has been provided adequate compensation for any losses, including, but not limited to, property, inventory, services, or employees directly resulting from the assumption of all or part of the operation of the commercial service by the entity. (c) If an entity assumes responsibility for commercial services pursuant to subdivision (b), the entity shall be established as an official California State University auxiliary organization operating separate from, but related to, the university of service so as to protect the state from all possible liability associated with the operation of commercial services;äó¢íó_í_Œ therefore, be it,

10.) RESOLVED, we the Associated Students of Humboldt State University do hereby request that President Rollin C. Richmond, any and all administrators of Humboldt State University & The Student Union--- University Center Board of Directors and desist any and all plans to transfer any commercial services out of, or reorganize from within, the University Center Board of Directors, a student majority board with a student chair, unless said transfer includes full and complete oversight by the current UC boards bylaws mentioned previously in this document.; be it further,

11.) RESOLVED, That we the Associated Students of Humboldt State University do hereby request the California State Legislature to fully incorporate Humboldt State University along with California State University Chico in Education Code, Section 89905.5; be it further,

12.) RESOLVED, That we the Associated Students of Humboldt State University as the official voice through which students opinions may be expressed, do hereby request that any Student Representative on the University Center Board, both elected & non-elected, whether Ex-officio, Student-at-large, and/or RHA Representative, neither support in discussion, nor in voted form, any proposed transfer or reorganization of any commercial service out of or within the Student Union, University Center Board of Directors, unless said transfer includes full and complete oversight by the current UC boards bylaws mentioned previously in this document. ; be it further,

13.) RESOLVED, That we the Associated Students of Humboldt State University as the official voice through which students opinions may be expressed, do hereby request that any and all members of the Student Union, University Center Board of Directors, either voting, or non-voting members neither support in discussion, nor in vote, any proposed transfer or reorganization of commercial services out of or within the Student Union, University Center Board of Directors, unless said transfer includes full and complete oversight by the current UC boards bylaws mentioned previously in this document.; be it further,

14.) RESOLVED, That this resolution be sent to, but not limited to: CSU Chancellor Reed, all members of the CSU Board of Trustees, Humboldt State University President Rollin C. Richmond, All members of the Student Union---University Center Board of Directors, All members of the Humboldt State University Advancement Foundation Board, Governor Arnold Schwarzenegger, all members of the California State Legislature in both the Assembly & Senate, All Humboldt State University Students, All Humboldt State University Faculty, All Humboldt State University Staff, All members of the Humboldt State University Alumni Association, All Humboldt State University, All members of the Arcata City Council, Each individual member of California State University Chico Associated Students, All C.S.U. \ Associated Students, and all Humboldt State University, Local, and State Media Outlets; be it finally,

15.) RESOLVED, That we the Associated Students Of Humboldt State University do hereby request that any and all persons receiving this document, whenever possible an official response to the return information below so that we may more effectively and responsibly provide an official voice through which studentsäó¢íó_í_Œé opinions may be expressed.
