Resolution No. 2009-10-9: An Act to Amend the Associated Students Administrative Code and Elections

SUBJECT: An Act to Amend the Associated Students Administrative Code and Elections Code

WHEREAS, The Associated Students of Humboldt State University currently has two Public Relations Coordinators, one (1) Public Relations Coordinator and one (1) Elections Commissioner; and,

WHEREAS, the Associated Students Council feels the tasks performed by the Public Relations Coordinator may be done in-house; and,

WHEREAS, this change requires an amendment to the Administrative and Elections Codes in the following manner; therefore,

BE IT ENACTED, by the Associated Students Council that the following amendments are made to the Associated Students Administrative Code:

2.01 The Executive Committee shall consist of the A.S. President as chair of the committee, the A.S. Vice Presidents, the CSSA Representative(s), the A.S. Public Relations Coordinator(s) (ex-officio non-voting) the A.S. Elections Commissioner (ex-officio non voting), the A.S. Presents Representative, the A.S. General Manager or designee (ex-officio non-voting) and an A.S. Council representative nominated by the President and approved by a two-thirds (2/3) vote of Council.

Section 6 Associated Students Public Relations (PR) Coordinator(s) Elections Commissioner

6.01 The purpose of these this positions is to coordinate and implement an effective public relations campaign to enhance student and community awareness of the A. S. Government regarding its events and activities elections. Also, develop an active relationship between the student community and the Associated Students.

6.02 The A.S. Public Relations Coordinator Elections Commissioner shall be a students-at-large who are is not an A.S. Executive Officers nor A.S. Council representatives.

6.03 A.S. Public Relations Coordinators Elections Commissioner must meet the qualifications to be a student office holder as outlined in Elections Code, Section 5, Minimum Academic Qualifications for Office Holders.

6.05 The new A.S. President, at the Council transition meeting, may recommend the appointments of the Public Relations Coordinator Elections Commissioner position for the new academic year.

6.06 In consultation with the A.S. President, the duties of the Public Relations (PR) Coordinator(s) Elections Commissioner shall be split according to the strengths and interests of each coordinator. Duties include, but are not necessarily limited to the following list.

a. Serve as Elections Commissioner as per Elections Code Section 4;

b. Coordinate communication tools (including print media; electronic media and bulletin boards) into an effective public relations campaign to improve student and community awareness of the A.S. Government and its events and activities;

c. Develop and coordinate an active relationship between the student community and the Associated Students;

d. Prepare ad, news releases and public service announcements regarding the activities of the A.S. Government;

e. Announce V. P., Council, and Committee vacancies in Lumberjack Newspaper as per Government Code, Section 5;

f. Consult with College Representatives and other members of Council regarding publicity for their projects;

g. Chair the A.S. Communications Committee;

hb. Report on activities and actions to the A.S. Council regarding public relations A.S. elections efforts;

ic. Administer the Public Relations Elections budget;

jd. Establish and maintain weekly office hours;

ke. Attend AS Council meetings, orientations, and retreats;

lf. Be a non-voting member of the A.S. Executive Committee; and,

mg. Serve through the AS transitional meeting in May.

BE IT ENACTED, by the Associated Students Council that the following amendments are made to the Associated Students Elections Code and that the Associated Students Elections Code be numbered accordingly:

1.03 The Elections Code shall be administered by the Elections Commissioner. The Elections Commissioner shall be chosen by the AS President from the appointed Public Relations Coordinators. (See Administrative Code Section 6). It will be the duty of the Elections Commission to enforce the Elections Code. The Elections Commissioner shall carry out procedures as set forth in the A.S. Constitution and the A.S. Code.

Section 3 Elections Commissioner

3.01 The Elections Commissioner shall be chosen by the A.S. President.

SUBJECT: An Act to Amend the Associated Students Administrative Code Section 13

WHEREAS, The Associated Students of Humboldt State University Administrative Code Section 13, describes a committee, The Student Interrelations Committee for Quality Academics, that was created in May of 2008, and;

WHEREAS, The Student Interrelations Committee for Quality Academics has never had a student nominated to the committee, met as a committee or fulfilled its obligations as prescribed in the code, and;

WHEREAS, HSU has suspended or eliminated many of the committees which make up the Student Interrelations Committee for Quality Academicsäó¢íó_í_Œé membership including: Provosts Council, Academic Affairs Budget Committee, Joint Assessment Committee, Educational Policies Committee and Enrollment Management Advisory Committee, therefore;

BE IT ENACTED, by the Associated Students Council that the following Sections of the Associated Student Administrative Code be deleted:

13.01 The Student Interrelations Committee for Quality Academics shall consist of:

a. Provost's Council Student Representative, Chair, appointed by the A. S. President;
b. One student serving from the Academic Affairs Budget Committee appointed by the A. S. President;
c. One student from the Instructionally Related Activities Committee (IRA) appointed by the AS. Administrative Vice President;
d. One student from the Student Fee Advisory Committee (SFAC) appointed by the A. S. President;
e. One student from the Joint Assessment Committee appointed by the A. S. President;
f. One Student from the Educational Policies Committee appointed by the A. S. Legislative Vice President;
g One student from the Enrollment Management Advisory Committee appointed by the A. S. Student Affairs Vice President; and,
h. One student from the University Curriculum Committee appointed by the A. S. Student Affairs Vice President. (05/08)

13.02 The Committee shall:

a. Meet at least two times a semester and shall not meet the first month of the year so as to allow appointments to other committee positions, that are necessary for the Student Interrelations Committee to have membership, be given time to already have taken place;
b. Discuss and document the interrelations of actions taken in their separate committees;
c. Discuss relationships with administration and how to improve their relationships with effective action and communication in those separate committees; d. Serve as an advisory group to the Provost Council Student Representative;
e. Put on a Fall Student Interrelations Committee for Quality Academics event that invites all committee representatives to attend an informative gathering that makes connections between other representatives, makes connections between people working on similar issues, and encourages committee student representatives to focus on a goal, this event should not be any earlier than two months after the school years begins; and,
f. Put on a Spring Student Interrelations for Quality Academics Event that invites all committee representatives to record relationships, helpful contacts, common problems faced, and goals left over in some media form that will carry over to the next year. (05/08)
